Default Atkins?

I'm just finishing reading Dr. Atkins' New Diet Revolution and he talks about Lipolysis and Ketolosis when doing the induction phase (first two weeks, of his diet). Am I correct in assuming he is referring to a ketogenic diet?
How can you tell if you are on a ketogenic diet, i.e. are their lab tests for it?
From reading threads on these forums I get the idea that we PDs and type 2 diabetics should strive for a ketogenic diet, right? Doesn't a ketogenic diet tend to produce the best A1cs and BG control and the best blood lipids?

Yes. for most people that is the case.

There are a few glucose meters which also test for ketones using different strips which are obscenely expensive. NovaMax Plus is one; Precision Xtra is another. Here is one lengthy thread on using these meters, and I have no doubt if you will only search our forum for either one of these brand names, you'll find scads of others.
Then there have been lengthy discussions here recently about a new 'breathalyzer' type of device which measures for ketosis, and there are also the old ketostix which test urine for ketones.
There is untold wealth of information on this forum, but you won't find it sitting on a few isolated threads or starting a new thread every time you have a question - you have to get in here & read what other people are doing to find what's going on and what works.

I have the Ketonix. I am impressed with it and highly recommend it.
