Well Atticus, there are a lot of wise and well-experienced PWD (persons with diabetes) here, and they're more than happy to share what they've learned. They've helped me more than I can ever thank them for!

should I do it before I eat? after I eat? when?
Test before you eat for the baseline level. Test again one hour after your first bite for the spike you got from the meal. Test AGAIN two hours after your first bite, and you should be dropping back down to about where you were before you ate. This is how we determine which foods we can tolerate, and which ones we need to avoid. (avoid the ones that send you over 140 at either of the post meal readings)
