I agree with Ruby, I had the same problem for many years and it was carpal tunnel. A simple out-patient surgery was performed and the problem disappeared. If it was diabetes then it would be neuropathy which is more likely to occur in the feet and lower legs than the hand. I suggest you see a neurologist and have the problem disgnosed.
